The meeting was called to order by President Ace Hendricks at 10:09am.

Present were Directors Brink, Fullenkamp, Hansen, Harman, Hendricks, ,
Rosenberger and Wiley. Also present were State Forester John Walkowiak, David Engel, ISU, Mary Hayes, INGA, and
Eugene Frye serving as secretary pro-tem.

Minutes of the September 16, 2005 Board meeting were approved as
distributed.


Treasurer Joanne Mensinger’s report was approved as distributed. Current
net worth of IWOA is approximately $8,114.

Secretary Woodruff’s report was distributed. Significant items include:
IWOA Web Site is up and running. URL is iowawoodlandowners.org.
Brink and Woodruff to be responsible for Web page content.

Membership in the Iowa Environmental Council has been consummated.

2006 budget intent is to spend down assets to about one year’s operating expense.

Board informally approved a gift to retiring Extension Forester Paul Wray.

COMMITTEE ASSIGNMENTS
Discussed logic of appointments of representatives to other organizations. No action taken.

Discussed possibility of setting up 2006-07 woodland tours for members. No action.

Discussed need to explore IWOA association with Iowa State Horticultural Society.
Hansen and Harman to look into, with report due at the April IWOA Board meeting.

BUDGET 2005-2006
Board reviewed draft 2005-06 budget. Budget does reflect the approximately $365 per year for Divine Doodles company to set up and support the new Web page.

After discussion, agreed to set the year’s contributions to other organizations as follows:

- $500 to Iowa Tree Farm Committee to jointly support Master Woodland Manager Training Program.

- $300 to FFA to sponsor a forestry award.

- $250 to IDNR to support “Trees for Kids” program.

- $100 to Iowa Environmental Council for membership.

Approved draft budget as amended.

COMMITTEE REPORTS

MEMBERSHIP. President read portions of Membership Secretary Tomes Membership report. Currently there are 526 total members, but 238 need to pay dues for 2006. Of the members 213 are certified Tree Farmers and 299 are enrolled in the Forest Reserve. Tomes directed to send out dues reminders and “We missed you” letters to those who
have been dropped. Membership report approved.

IOWA ENVIRONMENTAL COUNCIL. President reported that IWOA membership in the IEC is now active.

2006 ANNUAL MEETIING. Chair Hansen reported that it is to be in the Dubuque are, and that more detailed arrangements are in process.

COMMON IWOA-IOWA TREE FARMER NEWSLETTER
The Iowa Tree Farm Committee has approached IWOA about having a common newsletter for the two organizations. (While IWOA with 0ver 500 members has a quarterly newsletter, the about 1200 Iowa Tree Farmers have none.)
Fullenkamp has been investigating this. There was considerable discussion on this matter, with some feeling expressed that if a Tree Farmer received the newsletter, he or she would not be motivated to join IWOA. There are
also some technical issues involved. Hendricks appointed a committee of himself, Brink, Tomes, Wiley and Fullenkamp (representing ITFC )to investigate and work up editorial and mailing arrangements for
presentation at the April IWOA Board meeting. Group to meet at the Wiley Tree Farm, Palo, IA January 28 starting at 9:00am.

NEXT MEETING
Set the Spring Board meeting for 10:00am Thursday April 20, 2006 at the Linn County ISU Extension Service office. (Need to check on availability of the room)

WOODLAND/FOREST COALITION FORMATION MEETING

INTRODUCTION
This meeting was initiated by John Walkowiak, IDNR, to explore the
possibility of establishing a coalition of organizations with serious
interests in Iowa woodland and forestry matters. This is in response to a
perception that it is difficult for each individual organization to get
the attention of legislators and regulators in an effective manner when
needed.

Accordingly, a number of organizations involved with Iowa woodland and
forestry matters were invited to send one or more representatives to
subject meeting to examine the issue.

Walkowiak opened the meeting with about 30 persons present and stated its
purposes.

Attendees introduced themselves.

Paul Tauke, Supervisor of District Foresters presented a talk on Oak
Resources. For a number of reasons, oaks in Iowa are declining in
population.

Walkowiak distributed descriptions of the “Coalition” proposition. He
stated that Iowa forestry organizations are badly fragmented, which makes
it difficult for them to get legislator’s attentions, and even more
difficult to be proactive on matters of interest.

Ron Fullenkamp, incoming chair of the Iowa Tree Farm Committee, reported
on a recent federally-sponsored meeting on these concerns.

Ace Hendricks, President of the Iowa Woodland Owners Association,
discussed the need to get networking to get results.

Tivol Feeley suggested setting up phone trees, etc.

Walkowiak emphasized the need to educate the public as well as
governments. He stated that we have a very diverse audience and need to
devise various effective communication techniques. Went through the
questions frequently asked about coalitions as listed in a handout.

Walkowiak obtained agreement among all the presidents (or official
representatives)of the organizations present that the proposed coalition
would be useful.

Walkowiak solicited a volunteer committee to investigate further. Known
members include Will Ogge, Ace Hendricks, Ron Fullenkamp, Gary Harman and
a couple others. Meeting arrangements/date not set.

Walkowiak recommended that representatives of the organizations present
attend the upcoming REAP meetings next month. He also mentioned that this
year’s Legislative Breakfast will be held March 2.

Walkowiak adjourned the meeting at 1:55pm.
